High-level negotiations involving US, Moscow, and Ukrainian delegates are underway in the United Arab Emirates this Tuesday, marking the most recent stage in efforts to broker a ceasefire deal to end the ongoing hostilities in Ukraine.

Key Representatives and Initial Discussions

American military Secretary Dan Driscoll apparently conferred with a Moscow group on the eve of the talks, with discussions continuing into Tuesday.

“Discussions are progressing positively and we maintain hope. He is working in tight alignment with Washington as discussions unfold,” an official representative remarked.

Ukraine’s top intelligence official, Kyrylo Budanov, was anticipated to take part in the proceedings, though the exact format was uncertain whether face-to-face talks with Moscow’s representatives would take place or if separate one-on-one sessions would be conducted.

Identity of the Russian team was not immediately clear. “I have nothing to say. Media accounts are being tracked,” a Russian representative told official outlets.

Background and Updated Peace Plan

The current meetings come after prior negotiations in a European nation where US and Ukrainian representatives revised a draft US proposal for ending the war.

Moscow has so far not accepted the latest draft of the proposal and is unlikely to accept many of the Ukrainian revisions.

Moscow’s top diplomat, the Russian diplomat, declared that any amended agreement must embody the “intent and text” of what was discussed during previous summit meetings between both nations.

EU officials are reportedly finding it difficult to remain involved in the process as US representatives take the lead.

The Finnish leader, Alexander Stubb, who has stepped forward as a primary mediator between Washington and EU leaders, commented that the next few days would be critical in efforts to reach a resolution.

He allegedly held discussions with the Ukrainian president and the alliance officials, emphasizing that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”

Meanwhile, the France’s leader, the French official, warned against a settlement that would represent a “concession” for Ukraine.

“What was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? Absolutely not,” he affirmed.

The US plan was originally made up of multiple articles and was based on dialog between American and Moscow representatives, with contributions from Ukrainian defense officials.

The Ukrainian president stated that the country was facing one of the hardest moments in its history and was being forced to decide between “surrendering honor or sacrificing a vital partner.”

Russian forces allegedly fired dozens of missiles and many of unmanned aircraft at objectives in and around the capital, according to Ukrainian sources.
